Аннотация. В статье предлагается методический подход к оценке синергетических эффектов развития газодобывающего бизнеса и связанных с ним отраслей. Цель работы – разработка и апробация методического подхода к формированию стратегии развития ресурсных отраслей на основе комплексного анализа многоуровневых синергетических эффектов (компания, смежные отрасли, регион, государство) и критерия затратоемкости ресурса. На примере Арктической зоны РФ выполнена апробация выбора приоритетов направления корпоративных инвестиций и государственной поддержки. Научная новизна заключается в создании системы анализа оценки синергетического эффекта развития ресурсных отраслей, преодолевающей разрыв между микро- и макроэкономической оценкой, и алгоритма обоснованного выбора приоритетных отраслей для государственной поддержки. Практическая апробация подхода подтвердила его работоспособность на примере газодобывающей промышленности в условиях современных вызовов. Результаты исследования представляют интерес для органов государственной власти при формировании стратегий развития ресурсных регионов, а также для менеджмента компаний топливно-энергетического комплекса при обосновании инвестиционных решений.

Abstract. The paper proposes a methodological approach for evaluating the synergistic effects arising from the development of the natural gas extraction business and its associated industries. The aim of the study is to develop and validate a methodological approach for formulating development strategies for resource-based industries, grounded in a comprehensive analysis of multi-level synergistic effects (at the company, related industries, regional, and national levels) and the resource cost-intensity criterion. The practical application of this approach was conducted using the Russian Arctic zone as a case study, focusing on the selection of priorities for corporate investments and state support. The scientific novelty lies in the creation of a system for analyzing and assessing the synergistic effects of resource industry development, bridging the gap between micro and macro-economic evaluations, and in developing an algorithm for the justified selection of priority industries for governmental support. The practical aprobation of the approach, demonstrated through the natural gas extraction industry within the context of contemporary challenges, has confirmed its efficacy. The findings of this research are of considerable interest to public authorities in the formulation of development strategies for resource-dependent regions, as well as to the management of companies within the fuel and energy sector when substantiating investment decisions.
