Аннотация. В статье на примере Сингапура рассматривается трансформация системы обращения с отходами, основанная на интеграции технологических решений, нормативного регулирования и формирования экологической культуры. Анализируются три ключевых технологических направления: термическая переработка отходов с генерацией энергии, внедрение интеллектуальных систем мониторинга и логистики, а также использование пневматических систем транспортировки. Особое внимание уделяется комплексному подходу к работе с населением, сочетающему программы просвещения, экономические стимулы и создание инфраструктуры для раздельного сбора. Отдельно анализируются институциональные и ресурсные ограничения, препятствующие прямому переносу сингапурской модели в российские условия: структура тарифов на захоронение, климатические особенности, состав отходов и фрагментация рынка операторов. Показано, как сингапурский опыт демонстрирует переход от линейной модели экономики к циркулярной через перепроектирование систем производства и потребления. Статья раскрывает механизмы преодоления вызовов, связанных с ограниченностью территорий и ростом объемов отходов. В заключение формулируются условия, при которых отдельные элементы модели могут быть адаптированы для российских городов.

Garbage Reform in Singapore

Abstract. Using the example of Singapore, the article examines the transformation of the waste management system based on the integration of technological solutions, regulatory regulation and the formation of an ecological culture. Three key technological directions are analyzed: thermal waste recycling with energy generation, the introduction of intelligent monitoring and logistics systems, as well as the use of pneumatic transportation systems. Special attention is paid to an integrated approach to working with the population, combining education programs, economic incentives and the creation of infrastructure for separate collection. The institutional and resource constraints preventing the direct transfer of the Singapore model to the Russian conditions are analyzed separately: the structure of burial tariffs, climatic features, waste composition and fragmentation of the operator market. The article shows how the Singapore experience demonstrates the transition from a linear model of the economy to a circular one through the redesign of production and consumption systems. The article reveals the mechanisms for overcoming the challenges associated with limited territories and the growth of waste volumes. In conclusion, the conditions under which individual elements of the model can be adapted for Russian cities are formulated.
