Аннотация. В настоящей работе представлены основные направления исследований уральских политологов в области развития гуманитарной дипломатии. Рассматриваются известные концепции и новые идеи, а также их теоретическая и практическая применимость в изучении политической истории, теории, истории и практики прав человека. В частности, раскрыты истоки становления гуманитарной дипломатии, история появления понятия данной политической категории, а также причины и факторы, сопутствующие ее формированию и трансформации. Анализируются политические и правовые аспекты реализации классических и новых моделей гуманитарной дипломатии. Перечисляются основные акторы, подчеркивается появление новых акторов гуманитарной дипломатии и правовые основания их деятельности, уровневое деление, изменение и развитие. Особое внимание уделяется влиянию международных и региональных организаций, национальных правозащитных институтов на процесс продвижения идей прав человека и гуманитарной дипломатии. Представлены практические аспекты применения гуманитарной дипломатии на международном, региональном и национальном уровне. Приведены основные возможности развития гуманитарной дипломатии как в мире, так и в России. Сделаны выводы о тенденциях и перспективах исследований известных представителей уральской политологической школы в данном направлении.

Key Directions in the Development of Humanitarian Diplomacy:

Abstract. This paper presents the main research directions of Ural political scientists in the field of humanitarian diplomacy development. The article examines well-known concepts and new ideas, as well as their theoretical and practical applicability in the study of political history, theory, history and practice of human rights. In particular, the sources of the formation of humanitarian diplomacy, the history of the emergence of the concept of this political category, as well as the causes and factors accompanying its formation and transformation are revealed. The political and legal aspects of the implementation of classical and new models of humanitarian diplomacy are analyzed. The main actors are listed, the emergence of new actors of humanitarian diplomacy and the legal basis of their activities, level division, change and development are emphasized. Particular attention is paid to the influence of international and regional organizations and national human rights institutions on the promotion of human rights and humanitarian diplomacy. Practical aspects of the application of humanitarian diplomacy at the international, regional and national levels are presented. The main opportunities for the development of humanitarian diplomacy both in the world and in Russia are given. Conclusions are drawn about the trends and prospects of research by well-known representatives of the Ural School of Political Science in this area.
