Аннотация. В статье рассматривается стратегическая культура Объединённых Арабских Эмиратов (ОАЭ) как фактор, влияющий на особенности внешнеполитического поведения государства в условиях изменяющейся региональной и глобальной среды безопасности. Исследовательская проблема состоит в противоречии между заметной активизацией военно-политической роли ОАЭ в 2010-е гг. и их современной репрезентацией как актора, ориентированного на дипломатическое посредничество, экономическую связанность и деэскалацию конфликтов. Цель статьи – определить, соответствует ли стратегическая культура ОАЭ экспансионистскому или неэкспансионистскому типу. В качестве методологической основы используются концепция стратегической культуры, сравнительный подход, структурно-функциональный анализ и элементы дискурс-анализа официальных внешнеполитических документов ОАЭ. Научная новизна исследования состоит в применении типологии стратегических культур И.Д. Лошкарёва к анализу ОАЭ с учетом нового этапа эмиратской дипломатии после 2019–2020 гг. Делается вывод о том, что стратегическая культура ОАЭ не сводится ни к пацифистской модели, ни к классическому экспансионизму, а представляет собой прагматико-оборонительный тип, в рамках которого применение силы допустимо лишь как инструмента защиты режима, обеспечения стратегической автономии и повышения международного статуса.

Strategic Culture of the United Arab Emirates:
Non-Expansionism in Foreign Policy

Abstract. This article examines the strategic culture of the United Arab Emirates (UAE) as a factor shaping the state’s foreign policy behaviour in a changing regional and global security environment. The research problem lies in the tension between the UAE’s growing military-political activism in the 2010s and its current presentation as an actor oriented toward mediation, economic connectivity and conflict de-escalation. The article aims to determine whether the UAE’s strategic culture is expansionist or non-expansionist. The methodological framework combines strategic culture theory, comparative analysis, structural-functional analysis and discourse analysis of official UAE foreign policy documents. The article’s originality lies in applying I.D. Loshkarev’s typology of strategic cultures to the UAE case with attention to the new phase of Emirati diplomacy after 2019–2020. The article concludes that the UAE’s strategic culture is neither pacifist nor classically expansionist; rather, it is a pragmatic-defensive type in which the use of force is legitimate only as an instrument of regime security, strategic autonomy and status enhancement.
