в республиках Северо-Кавказского региона

Аннотация. Цель исследования – выявление и анализ механизмов политической институционализации конфликтов в республиках Северо-Кавказского региона, а также определение их роли в обеспечении стабильности и управлении конфликтным потенциалом в условиях «нелиберального миростроительства» и «порядков ограниченного доступа». Методологическая база исследования основана на синтезе конфликтологического и неоинституционального подходов. Концептуальную рамку работы составили теории «нелиберального миростроительства» (illiberal peacebuilding), «порядков ограниченного доступа» (Д. Норт, Д. Уоллис, Б. Вайнгаст), а также типология взаимодействия формальных и неформальных институтов Г. Хелмке и С. Левитски. Основным методом выступил анализ конкретных ситуаций (case-study), в рамках которого были рассмотрены 15 конфликтов в республиках Северного Кавказа в 2010–2020-х гг. В ходе анализа выделены шесть типов механизмов политической институционализации конфликтов: элитно-клиентелистские, неформально-правовые, партнерские, переговорные и медиация, дискурсивно-символические, публично-политические. Для каждого типа определены сущностные характеристики, основные субъекты, практики использования и характер регулирующего воздействия. Установлено, что ключевой особенностью региона является гибридный характер институционализации, при котором формальные институты дополняются, а в ряде случаев замещаются неформальными практиками. Сделаны выводы о том, что политическая институционализация конфликтов в республиках Северного Кавказа представляет собой динамичную многослойную систему, в которой устойчивость обеспечивается не жесткостью институтов, а способностью к гибкому сочетанию различных типов механизмов. Эффективность управления конфликтами зависит от баланса между формальными и неформальными правилами, а также от способности системы не только купировать острые фазы, но и разрешать глубинные социально-экономические и идентитарные противоречия. Перспективы дальнейших исследований связаны со сравнительным анализом эффективности различных конфигураций институциональных механизмов в региональных контекстах и условиями перехода от «замораживания» конфликтов к их устойчивому разрешению.

Mechanisms of Political Institutionalization of Conflicts

in the Republics of the North Caucasus Region

Abstract. The aim of this study is to identify and analyze the mechanisms of political institutionalization of conflicts in the republics of the North Caucasus region, as well as to determine their role in ensuring stability and managing conflict potential in the context of “illiberal peacebuilding” and “limited access orders”. The methodological basis of the research is based on the synthesis of conflictological and neo-institutional approaches. The conceptual framework of the work was formed by the theories of “illiberal peacebuilding” and “limited access orders” (D. North, D. Wallis, B. Weingast), as well as the typology of the interaction of formal and informal institutions by G. Helmke and S. Levitsky. The main method was the analysis of specific situations (case study), which examined 15 conflicts in the republics of the North Caucasus in the 2010^s and 2020^s. The analysis identifies six types of mechanisms for the political institutionalization of conflicts: elite-clientelist, informal-legal, partnership, negotiation and mediation, discursive-symbolic, public-political. For each type, the essential characteristics, main subjects, usage practices and the nature of the regulatory impact are determined. It is established that the key feature of the region is the hybrid nature of institutionalization, in which formal institutions are complemented and in some cases replaced by informal practices. It is concluded that the political institutionalization of conflicts in the republics of the North Caucasus is a dynamic multi-layered system in which stability is ensured not by the rigidity of institutions, but by the ability to flexibly combine various types of mechanisms. The effectiveness of conflict management depends on the balance between formal and informal rules, as well as on the ability of the system not only to stop acute phases, but also to resolve deep socio-economic and identity contradictions. The prospects for further research are related to a comparative analysis of the effectiveness of various configurations of institutional mechanisms in regional contexts and the conditions for the transition from “freezing” conflicts to their sustainable resolution.
