Особенности современной трансформации российских региональных политических систем

Аннотация. В статье с помощью неоинституционального, сравнительного, а также качественного контент-анализа определяются особенности современной трансформации регионализма. Отмечается, что политические системы административно-территориальных образований подвержены влиянию цифрового преобразования общественных систем. Делаются два основных вывода. Во-первых, в реальной мировой политике прослеживается усиление влияния региональных политических систем, что находит выражение, в частности, в практике «глобальных» городов. Во-вторых, для российского регионализма эта тенденция пока не является определяющей в силу централизации государственного управления и вертикали власти. В то же время в последние годы под воздействием внешних вызовов – таких как пандемия COVID-19 и санкционное давление – наблюдается определенная активизация возможностей региональных политических систем в сфере самостоятельного реагирования на возникающие социально-экономические проблемы.

Features of the Modern Transformation

of Regional Political Systems in Russia

Abstract. Using neo-institutional analysis, comparative case studies, and qualitative content analysis, this article identifies the characteristics of the contemporary transformation of regionalism. It is noted that the political systems of administrative-territorial entities are influenced by the digital transformation of societal systems. Two main conclusions are drawn. First, the growing influence of regional political systems is evident in real world politics, particularly in the practices of “global” cities. Second, this trend is not yet decisive for Russian regionalism due to the centralization of public administration and the vertical power structure. At the same time, in recent years, under the influence of external challenges – such as the COVID-19 pandemic and sanctions – there has been a certain increase in the capacity of regional political systems to independently respond to emerging socioeconomic problems.
