Аннотация. В исследовании сделаны выводы из анализа феномена «гибридной войны» в аспектах западной парадигмы обеспечения безопасности государств. Раскрываются основные взгляды западных теоретиков и практиков на феномен «гибридной войны» и основные источники угроз. Изначально концепт «гибридной войны» понимался как сочетание боевых действий и информационного противостояния, которое было не самостоятельной, а вспомогательной функцией. Технология «гибридной войны» из инструмента межгосударственной конкуренции превратилась в способ непосредственного подрыва системы военной безопасности противника. Авторы констатируют, что внешняя политика России не носила и не носит ревизионистского характера, направленного на изменение баланса сил в пользу РФ, и не руководствуется задачей подрыва западного политического сообщества. В стратегическом мышлении политического руководства России традиционно фиксируется тенденция к сохранению статус-кво. Отмечается, что вплоть до последних лет Россия на официальном уровне неоднократно предлагала Западу формирование справедливого военно-политического сосуществования, при котором учитываются интересы всех сторон и не допускается дисбаланс в военной сфере. Делается вывод, что жесткая реакция Запада на изменение внешнеполитического курса России носила в значительной степени делегитимизирующий характер и не была вызвана реальной угрозой западному строю, которую Россия объективно не могла создать из-за ограниченности инструментов «мягкой силы».

Analysis of the Phenomenon of “Hybrid Warfare”

in the Aspects of the Western Paradigm of Ensuring the Security of States

Abstract. The study draws conclusions from the analysis of the phenomenon of “hybrid warfare” in the aspects of the Western paradigm of ensuring the security of states. It reveals the main views of Western theorists and practitioners on the phenomenon of “hybrid warfare” and the main sources of threats. Initially, the concept of “hybrid warfare” was understood as a combination of combat and information warfare, which was not an independent, but an auxiliary function. The technology of “hybrid warfare” has transformed from an instrument of interstate competition into a way to directly undermine the enemy’s military security system. The authors state that Russia’s foreign policy has not been and is not revisionist in nature, aimed at changing the balance of power in favor of the Russian Federation, and is not guided by the task of undermining the Western political community. The strategic thinking of Russia’s political leadership has traditionally tended to preserve the status quo. It is noted that until recent years, Russia at the official level has repeatedly proposed to the West the formation of a just military-political coexistence, which takes into account the interests of all parties and does not allow an imbalance in the military sphere. It is concluded that the harsh reaction of the West to the change in Russia’s foreign policy was largely delegitimizing and was not caused by a real threat to the Western system, which Russia objectively could not create due to the limited tools of “soft power”.
