Крестьянские жалобы как исторический источник. На архивных материалах Канцелярии Самарского гражданского губернатора

Аннотация. Жалобы и обращения крестьян в дореформенной России являются ценным историческим источником. Анализ ходатайств крестьян Самарской губернии, поступивших в Канцелярию гражданского губернатора Самарской губернии в 1851‒1861 гг., позволяет выделить основные темы и аспекты таких обращений, оценить скорость и процедуру их рассмотрения губернскими властями. Фактический объем жалоб и заявлений крестьян, находящихся в Самарском государственном архиве, достаточен для проведения первичного статистического анализа, в результате которого была выделена тема рекрутского набора, являющаяся основной проблемой крестьянства, а также четыре других значимых аспекта крестьянских обращений. Сложность проблемы рекрутского набора объясняется запутанностью законодательной базы Российской империи и важностью этого вопроса как для самих крестьян, так и для гражданского губернатора региона. Было установлено, что жалобы и обращения рассматривались детально и по существу, с соблюдением принятых подходов в делопроизводстве, но отмечается большая длительность сроков их рассмотрения губернскими властями, что может быть связано с процессами формирования Самарской губернии.

Abstract. Peasants’ complaints and petitions in pre-reform Russia are a valuable historical source. An analysis of the petitions submitted by peasants of Samara Governorate to the Office of the Civil Governor of Samara Governorate between 1851 and 1861 allows for the identification of the principal themes and aspects of such appeals, as well as an assessment of the speed and procedure of their review by the provincial authorities. The factual volume of peasant complaints and petitions preserved in the Samara State Archive is sufficient for conducting a preliminary statistical analysis, which has resulted in the identification of the theme of military recruitment as the primary concern of the peasantry, alongside four other significant aspects of peasant appeals. The complexity of the conscription issue stems from the intricate legal framework of the Russian Empire and the importance of this matter for both the peasants themselves and the civilian governor of the region. It was determined that complaints and petitions were examined in detail and on their merits, in accordance with established procedural approaches; however, a considerable length of time in their review by the provincial authorities is noted, which may be associated with the processes of the formation of Samara Governorate.
