Аннотация. Статья посвящена анализу трансформации институциональных механизмов государственного управления международными проектами России в условиях санкционного давления 2022–2024 гг. Рассматриваются специфика и классификация международных проектов, их значение для национальных интересов, роль государства как ключевого координатора и инициатора, а также инструменты поддержки, обеспечивающие устойчивость проектов. Особое внимание уделено влиянию внешних ограничений на финансирование, технологии, логистику и партнерские связи, а также мерам адаптации, направленным на минимизацию рисков и создание автономной инфраструктуры. Приводятся структурированные схемы жизненного цикла проектов и эволюции инструментов государственной поддержки, демонстрирующие сочетание стимулирующего и защитного подходов в современной модели управления международными инициативами. Возможности комплексного подхода обеспечивают продвижение национальных интересов за рубежом и формирование внутренних резервов для устойчивости.

Abstract. The article analyzes the transformation of institutional mechanisms of state management of Russia’s international projects under the sanctions pressure of 2022–2024. It examines the specifics and classification of international projects, their significance for national interests, the role of the state as a key coordinator and initiator, as well as support instruments ensuring project resilience. Particular attention is paid to the impact of external restrictions on financing, technology, logistics, and partnerships, as well as adaptation measures aimed at minimizing risks and creating autonomous infrastructure. Structured schemes of project life cycles and the evolution of state support instruments are presented, demonstrating the combination of incentive-based and protective approaches in the modern model of managing international initiatives. The potential of an integrated approach ensures the promotion of national interests abroad and the development of domestic reserves for sustainability.
